Shift of funds from the General Road Fund Levy to New Building & Equipment. The reason for the shift is twofold. One all the costs under General Road Fund currently that pertain to building maintenance, equipment maintenance, and new equipment purchases roughly $600,000 would be shifted to the New Building & Equipment Levy. The shift would immediately reduce the General Road Levy by roughly 60%. Second, when funds are collected under General Road Levy, 1/3 of every dollar collected goes to the incorporated towns. Glen Ellyn and Wheaton get the bulk of the money. So, if $600, 000 are needed for maintenance then the tax collected is $800,000 by shifting cost to new levy reduces taxes need to be collected.
Building a new Maintenance facility for the purpose of housing equipment currently stored at other township facility and a wash bay so Snow Trucks can be cleaned during the winter rather than having to wait for warm day to clean them outside or end of the winter.
Yes, the Levy would be permanent. The rate at which it would be collected would change. Meaning the first two years, tax years 2026 & 2027 would be collected at a rate to generate $1,000,000 each year for the new building. Then reduce to $600,000 in 2028 for the shift mentioned above. So, the rate would be set to collect 1.6 million in 2026 & 2027 then reduced to $600,000 in 2028.
The increase would roughly be $36 a year for a house value of $450,000 and $48 a year for house value of $600,000. In 2028 the tax rate would be reduced to the 2025 rate. The current 2025 rate and budget are adequate to maintain the current level of service to the township.
